I disagree. I think the behaviour of a formatter adding an id to the area tree for a <wrapper> element is a deviation from the XSL specification.


In the definition of 6.6.11 fo:page-number-citation regarding ref-id= it states the reference is to "the first normal area returned by the formatting object with an id trait matching the ref-id trait".

In the definition of 6.11.2 fo:wrapper it states "The fo:wrapper formatting object does not generate any areas."

Therefore, an empty wrapper adds nothing to the area tree and ref-id= has nothing to point to.

I think the behaviour witnessed is exactly as specified.
