       You may also want to use an attribute-value-template to get the
value of an attribute in your result.

  <xsl:template match="publications/Item">
<xsl:value-of select="{@Sector}"/>
</xsl:template>

Hi,
        Can you try with the following instead of your item template.

  <xsl:template match="publications/Item">
<xsl:value-of select="@Sector"/>
</xsl:template>

That is because Item is not the root element in your xml and is a child of
publications.
