One thing you are doing wrong is not using a good subject line (it
messes up the archives if subject lines are not informative)

The only thing that I can guess is that you are passing your input file
to the FO engine and not using the stylesheet at all, so it is
complaining that it is seeing <Topic> instead of fo:root.
