I think you can even drop the hostname part (not just left the name empty), as in:
file:/C:/logo.jpg

The relevant entry is: file Host-specific file names [RFC1738]
file://<host>/<path> [...] As a special case, <host> can be the string "localhost" or the empty string; this is interpreted as `the machine from which the URL is being interpreted'.
