I think, you can use the '-' operator to accomplish this (shown below):
<fo:page-number/> - 1 // <fo:page-number/>
but if you need to handle page 1 in a special way, where if you do not want to display '0 //' before 1, this simple way may be difficult to handle this case.
I am not a good expert here, but this hint might help you get started.
