Well, that relied on the fact that Java in those days was preinstalled on your machine by Microsoft. These days, whether you use Java or .NET, you have to install the platform yourself. Such is progress!
At least these days most people can do a 50Mb download and install without too much hassle.
Also a lot of other software depend on these basic platforms being pre-installed.
It's just a one-time install , once you configure JDK or .Net (your choice) , all other software that use those technologies will work with no further configuration.
It's also a good idea not to pre-package the dependencies into any one software , because it gives the flexibility to the end-user to use whatever version of JDK or .Net they want , that is compatible with the s/w being installed.
