IMPORTANT: transforming SGML to RTF

If someone could help me.

1)  My problem is the folowing. Is it possible (and how??)  to have the
final RTF display, whith objects if an order different than in SGML.

  For example: I have this:

<chapter>
<title>This is the title</title>
<graphic ID=.....>comment</graphic>
</chapter>

  And I want the graphic to be displayed before the title.

2)  Another point is: some where i have many objects of the same type.
for example:
<para>something</para>
<para>something else</para>
<para>yet another thing</para>

  I want the first <para> object to be displayed in a different way than
the others.

        If someone could help me I would thank him by advance.
