Hmm, isn't it possible to achieve this by making a sosofo with
`if-front-page' at the end of the element (e.g. chapter) to create
either an `(empty-sosofo)' or a new page (e.g. a paragraph with
``break-before: 'page'').  Wouldn't this give one the desired
behaviour?  Admittedly, I haven't ever tried it, although I have been
planning to use it for some time now.

I might also add that `if-front-page' is specific to jade.
