He is trying to achieve a function known as imposition, where groups of
"finished" sheets are manipulated to get the most effective use of a
different printable medium and/or a particular printing process, the
medium itself then being cut/folded/stitched/stapled/glued etc. 

I looked at the issue once before a few years back. At that point, I
didn't see any fundamental flaws that would prevent implementation
extensions from addressing it using DSSSL features. But I don't think
the flow objects defined in the standard were directly intended to deal
with this degree of imposition.
