The DSSSL spec I use from day-to-day is an HTML file that I created from the PDF for DSSSL using a tool from Adobe. (what an embarrasing admittance!) It isn't perfect, but it works pretty well. I don't know if I could find either the PDF file or the Adobe tool, now, but they are surely both still around. Someone will surely know about the former, and the latter is somewhere on Adobe's site. But I do not accept that a writer has a greater obligation to society than a musician or a mason or a teacher.
