I think I've raised this issue before.  It's an unfortunate
problem that DocBook allows
  <para>...<itemizedlist>...</itemizedlist>...</para>
but HTML does not allow:
  <p>...<ul>...</ul>...</p>
I'd really like to fix this so that the HTML produced by the
stylesheets is valid.  I'm considering changing the stylesheet
so that it produces empty <p> tags (or <p> tags with end-tag
mimimization, if you prefer to think of it in valid terms ;-)
  <p>...<ul>...</ul>...
This will make the HTML valid in many more cases, I think.
Thoughts?
