Shouldn't it be:

	  param_size.pdfjadetex = 15000

?

I had a similar problem last night; I had good values for jadetex, but 
my texmf.cnf dated back to when pdfjadetex was called jadetexpdf. As
soon as I changed

     jadetexpdf.*

to

     pdfjadetex.*

Everything started working.
