With Usenet news, enforcement is very difficult; with a mailing list,
it is somewhat easier (though the opportunity for fraud still exists),
using the following rules:
1. Only subscribers may post, and only from the e-mail address with
which they subscribed.
2. New subscription requests are approved manually, and must contain a
full name as well as an e-mail address.
3. The membership list is not posted publicly.
4. Subscribers will be removed from the list if, after several polite
warnings, they continue to post inappropriate material.
Even a not-so-clever hacker can route around these rules with a little
effort, but I cannot imagine that an SGML company would take the risk
of being caught out in such dubious behaviour.
