RTF (and MS-Word) didn't allow to specify row spans until we
were blessed with MSOffice '97, where new control words such 
as 'trgaph' and 'trkeep' appear in RTF. 
Even if Jade generates these control words (which I haven't
checked yet), older versions of Word or Word Viewer and probably 
most other RTF readers will ignore them, producing the result you 
showed.
