(Paul, I didn't see how the TEI fragment helped in processing IDREF_S_,
but I could have looked at it wrong ;-)

So, for a third interpretation, here's my answer...

You can grab the value of the IDREFS attribute with
(attribute-string) and process it any way that you like.  It
will be a space-delimited string of ID values.  You can then use
(process-element-with-id) to process each linkend.
