Rules in Headers and Footers with Jade

I'd like to create headers and footers that have rules separating them from
the body of the page. 

If I use a rule that is displayed in the footer, it works, except that the
resulting footer is flush with the bottom of the page, which I suspect is a
side effect of the fact that a displayed rule is actually not a valid flow
object within a footer (which only allows inline flow objects).

If I use an inline rule (orientation=escapement), then no rule shows up at
all, even if I specify a large length value, like "4in".

Is there a way to do this with Jade? Doing illegal things with paragraphs
in the footer can be made to work, but it's not the right thing to do and
can only lead to pain.
