This should be happening for you if you're using CALS tables, you're putting your headrow inside the <thead> element, and you're using either Anders Berglund's table module or Norman Walsh's. If you're rolling your own table, you should be using the table-part flow object. See the two referenced table modules for examples of how to do it.
