How about using an inline-space?

(inline-space 12pt min: 10pt max: 14pt)

See 12.5.4.2 of the standard.

Another option is use a line-field flow object:

(make line-field field-width: 12pt (empty-sosofo))

I expect that the difference would be in how they are treated for
line-breaking purposes (if you are working in English, for example). A
line-field won't disappear or be broken, but an inline-space might vanish if
it ends up starting or ending a line.
