There is a commercial product from Japan called "DSSSL Print" that outputs
PostScript or PDF directly.

If you can read Japanese (which I cannot!), the information page is found at:

The diagram included on that page indicates the direct output is
PostScript.  I've seen other literature with a similar diagram that
includes PDF as an output.
