Entity Reference Scope

I would like to set some global values through entity references (or any
other method, for that matter).  For example, if I have something like this
in my document prolog:

<!ENTITY foo "some value">

Is there a way that I can assign the value of the entity reference to a
DSSSL variable as in:

(define value-of-foo   ...  )
