JadeTex: `implict=false' for package `hyperref'

When trying to install JadeTeX for Jade 1.2.1 with MikTeX 1.11b, and
following Markus Hoenicka's excellent instructions, I have a problem
when running inipdftex.  For the command line:

inipdftex "&pdflatex" pdfjadetex.ini

inipdftex fails with:

! LaTeX Error: Unknown option `implicit=false' for package `hyperref'.

Note that initex runs without obvious error, and that inipdftex
appears to load hyperref.sty dated 1998/09/24 without a problem and
then fail for a hyperref dated 1998/08/08, but there is no longer a
hyperref.sty file with that date on my system.
