Try passing in a string of the form:
    "<OSFILE>xml.dcl<OSFILE>somedoc.xml"

You may need to tweak the spacing a bit. Looking at the code for
EntityManagerImpl::expandSystemId() and ParsedSystemId::unparse() in
ExtendEntityManager.cxx, this is what gets constructed from the command line
args when you pass in the two file names seperately.
