Just to add my two cents

Its seems the ideal way to do literate programming would be to create a
property set for whatever language you are using and then use HyTime to
hyperlink your documentation to the appropriate parts of you code.

That way you don't have any tangle-detangle issues.

Creating an environment to implement this would require a lot of work I
expect.
