In xsl-fo, such a circumstance happens, to allow coincident whitespace to be collaped, e.g. if two areas have whitespace one below and one above, the two are merged. I guess DSSSL does the same thing. My solution was to place an empty sosofo prior to the one I wanted, which blocked this action. The alternative is to force the whitespace, though I'm unsure if dsssl has such a precendence property.
