Alf NISO JATS 1.0 is backward compatible with NLM v 3.0, so the content of articles in 3.0 is valid JATS 1.0. If you are using DTD, you only need to write a new Doctype declaration. Otherwise you just need to reference the new schema however you've referenced the old one.
