[jats-list] Comment on JATS 1.1

While we had every intention of making JATS 1.1 backwards compatible
with JATS 1.1d3, there is one change that users of the draft should
be aware of. There was an error in the ALI namespace declaration in
JATS 1.1d3 which has been corrected in JATS 1.1.

Specifically, the ALI namespace, as specified by NISO in
NISO RP-22-2015 is:
  "http://www.niso.org/schemas/ali/1.0/b
<http://www.niso.org/schemas/ali/1.0/%E2%80%9C>
with a trailing slash. JATS 1.1d3 did not have the trailing slash; it
has been added in JATS 1.1.

We know this correction will inconvenience some users; we think
promulgating the wrong namespace for ALI would be worse.
