BITS (like JATS) changes based on user request. <page-count> is an empty
element.
BITS uses requested the ability to put data characters (#PCDATA) into
the page count:  bx14, 526, 299b, for example.

There are many of us working very hard to keep JATS/BITS/NISO STS
in sync. Because this change for BITS would have meant a fundamental
change to one of the basic JATS models, BITS created a new element.

Backward incompatibility is always a problem for production
and you have my sympathy.

This is actually a fundamental change in JATS. The attribute
@pub-type was just too semantically overloaded. You could (in the past)
use the attribute to say the type of work:
  @pub-type=bjournalb
  @pub-type=breportb
OR you could use it to say who published the work:
  @pub-type=bgovernmentb
  @pub-type="stds-bodyb
OR you could use it to mention the publication format
  @pub-type=beBookb
  @pub-type=bonlineb
But how would you tag a government report eBook?

The JATS Standing Committee bit the bullet and made a backwards
incompatible JATS change.

What used to be the @pub-type attribute has been split in to 3
attributes:

  @publication-type (book, journal, patent, standard, etc.)
  @pub-format       (ebook, print, online-only. etc.)
  @publisher-type   (government, standards-body, corporate, etc.)

JATS is richer now, and the @pub-type was left in place so
that you do not have to change your backfile if there is
not enough time/money/will to update this attribute. The
@pub-type is deprecated because it is not as precise.
