[jats-list] JATS4R permissions recommendation revision

Hi there

I was hoping for some feedback from the community on the JATS4R steering
committee's potential revision to the Permissions recommendation
<https://jats4r.org/permissions>.

It currently lists <copyright-year> and <copyright-holder> as required
tags, but we have found some use cases where these are not required or even
not actually allowed, and so are proposing updating the recommendation to
make these elements optional.

*Use case 1 - Authors work for government organizations*

   - Open Access content: Some authors working for government organizations
   waiver their right to copyright, and use of a CC0
   <https://creativecommons.org/choose/zero/> license is used.
   - For subscription journals, the copyright is waivered and there is a
   non-exclusive license (publisher and government) - generally a non-machine
   readable/standard license

*Use case 2 - Rather than add "The authors" in the copyright holder line,
some publishers just omit it*
Some publishers would not list out the names of the authors in the
copyright-holder tag, and rather than add "The authors" just omit the
copyright holder line.

Does anyone have any feedback to JATS4R on this and do you agree?
