The PMC Stylechecker (https://www.ncbi.nlm.nih.gov/pmc/tools/stylechecker/)
will check BITS files against the NCBI Bookshelf Tagging Guidelines
(https://www.ncbi.nlm.nih.gov/pmc/pmcdoc/tagging-guidelines/book/style.html)

But these may not be the tagging rules you are looking for.

Hi

The PMC XML Validator (https://www.ncbi.nlm.nih.gov/pmc/tools/xmlchecker/)
will check a BITS 2.1 file for well formedness and DTD validation.

It willl not check for best tagging practices like the JATS4R validator does,
though. I don't know of BIT-specific usage rules or tools like the JATS4R
validator for BITS.
