[jats-list] how to best write multilingual permissions

When I worked for a JATS platform provider, such questions usually hinged
on the effect one wanted when displaying the content on the platform.
Although more verbose, the use of separate complete permissions in each
language allows for a language-specific display of the entire permission.
Interleaving child elements of permission in different languages is a
harder technical challenge if each language should be displayed
independently by setting a language preference for the page as a whole. For
that reason, complete language-specific permissions would be preferable.

If your final display will not switch the page's language based on a user
preference, then interleaving and displaying permissions in both languages
simultaneously is another way to deliver the content.
