The second should create a document that started something like:

&lt;HTML>
&lt;HEAD>
&lt;TITLE>Something</TITLE>
&lt;/HEAD>
&lt;BODY  bgcolor="#FC9A27" link="#000000" vlink="#9F0000">

Markup in an action that represents a character should create markup in
the output that represents a character.
