I want to ensure my HTML generated from an XSL stylesheet contains a DOCTYPE declaration. Is the correct approach to use CDATA, as in the example below? Should using a namespace like <html:html xmlns:html='http://www.w3.org/TR/REC-html40'> generate a DOCTYPE declaration?
