Source documents processed with XSL don't have to use namespaces (though colons in names can only be used in accordance with the namespace spec). In any case namespaces aren't incompatible with validation: valid documents can use namespaces as easily as well-formed documents. The limitation of the namespace PR with respect to validation is that it does not attempt solve the problem of validating a single document with respect to multiple, independent document types.
