It means what it says.  The current plan is that there will be nothing
for this in 1.0 other than what there is now, which does not include any
XLink-specific mechanisms.  The docref() function allows you to handle
some simple things.

Getting a solid XSL version 1.0 out in a reasonable time requires
leaving lots of potentially useful and important things out of version
1.0.

I don't think XSLT has a fully-worked out approach to XLink yet.
