xmlns stands for XML Namespace. It does nothing at this point. And the URL it points to does not matter, but hopefully someday it will. XSL processor downloads nothing from this site.

Not exactly - it does nothing meaningful in terms of parsing. But if you get it wrong, it might result in your document not being parsed.

We just spent hours debugging XSL that didn't work under IE5. It came down to the fact that we had an incorrect URL for the XSL:

<xsl:stylesheet xmlns:xsl="http://www.w3c.org/TR/WD-xsl";>

instead of

<xsl:stylesheet xmlns:xsl="http://www.w3.org/TR/WD-xsl";>

(the "c" in w3c)

IE5 just stopped caring once it had a non-working URL(!).
