I believe there are two complete implementations of CSS1: Opera (yet unreleased) and Mozilla (previews available). When organizations like IETF require there to be implementations available before a specification can proceed, I don't think they require all features to be supported by one implementation -- they want all features to be implemented somewhere. With few exceptions (some of them were last-month modifications to the specification) all of CSS1 was implemented somewhere.
