It was a private e-mail saying that:

The foo .. bar task actualy contains 2 problems:

        one is common to the 'contents' problem - rased
        by the same person long time ago ( and this particular
        problem is solved in the testcase

         the second problem is dictionary-specific and
         it seems that it is not that obvious that XSL FO
         should cover it, because it's a special functionality, so
         using a separaete namespace is reasonable.

I agree.  I should write it myself in the original letter.
