First switch to XSLT, there's no excuse to be using Microsoft's obsolete
dialect any more.

Then write

<xsl:param name="sort-field" select="'surname'">
<xsl:variable name="by-surname" select="sort-field='surname'"/>

...

<xsl:sort select="surname[$by-surname] | firstname [not($by-surname)]"/>
