I have not tried to experiment with the base URI of the first argument as I understand that to be relevant ... the first argument is evaluated to be a string.

Sorry ... typo there ... I understand the base URI of the first argument to be irrelevant because the first argument is reduced to a string, so I haven't bothered experimenting with the first argument.
