can't you instead do
<xsl:attribute name="content-width">
<xsl:value-of select="concat($pageWidth, ' - ',
$PageMarginLeft ' - ',
$PageMarginRight)"/>
and leave the XSL FO expression handler (which is you, in this case)
do sort out the lengths?
