It looks like you're using close to HTML in your XML, so something like this
might do the trick. You might have to process @source separately if you're
not able to rename it @src.
<xsl:template match="image[@type='html']">
<img>
<xsl:copy-of select="attribute::*[. != '']" />
</img>
</xsl:template>
Otherwise I think you'll have to process each attribute separately.
<xsl:template match="image[@type='html']">
<img>
<xsl:for-each select="@border|@alt|@align (etc)">
<xsl:if test=". != ''">
<xsl:copy />
</xsl:if>
</xsl:for-each>
</img>
</xsl:template>
