you need something like this, (i didn't test it but i think it should
work...)

  <xsl:choose>
    <xsl:when test="NavNum/@id != ''">
      <a>
        <xsl:attribute name="href">
          XMLServlet?Page=<xsl:value-if select="NavNum/@id"/>     
        </xsl:attribute>
        <xsl:value-if select="NavNum"/>
       </a>
    </xsl:when>
    <xsl:otherwise>
      <xsl:value-if select="NavNum"/>
    </xsl:otherwise>
  </xsl:choose>
</xsl:template>
