You could rewrite it slightly, as either of

<xsl:template match="HEADER">
  <xsl:text>idr=</xsl:text><xsl:value-of select="ID"/>
  <xsl:text>|&#xA;</xsl:text>
  <xsl:text>buyer=</xsl:text><xsl:value-of select="ID"/>
  <xsl:text>|&#xA;</xsl:text>
</xsl:template>


<xsl:template match="HEADER">
  <xsl:value-of select="concat('idr=',  ID, '|&#xA;')"/>
  <xsl:value-of select="concat('buyer=',BID,'|&#xA;')"/>
</xsl:template>


And then you can indent to your hearts' content :)

Literal text outside an <xsl:text/> element is best avoided
in my opinion. (Other people disagree, presumably)
