passing parameters to dynamic parsers in a URL

When using a dynamic parser like Resin, how do you feed parameters in the URL? (Simplified) this is basically what I tried:

<?xml version="1.0"?>

  <xsl:stylesheet ... >
    <xsl:output method="html"/>
      <xsl:param name="URLPARAM"/>

    <xsl:template match="/">
      <html>
        <head><title></title></head>
       <body>
         <a href="{$URL}">dynamic link</a>
       </body>
      </html>
    </xsl:template>
  </xsl:stylesheet>

with saxon I can enter saxon -0 test.html test.xml test.xsl URLPARAM=http://www.test.com and it works, when I try with resin:
http://localhost:8080/test/test.xtp?URLPARAM=http://www.test.com the parameter is never fed in. Am I missing something really obviose?


On a side issue, what are some of the options for server side dynamic parsers? I know of Resin... is there an Apache version or anything else out there?
