Well, that's the problem, right? It doesn't work. That is, when the href is
"#%C3%81" and there isn't a matching name-tag, it's a dead link. So, would
there be a solution to get around this? Admittedly, I'm not all that
knowledgeable about unicode and its effects, but I have a feeling that will
have to change soon:-)
