Sorry, not within the scope of XSLT.  This is to enable stylesheet
pre-compilation, which wouldn't be possible if parts of the stylesheet
couldn't be imported until run-time.  You could generate a stylesheet
dynamically using XSLT, or another technology may be more appropriate for
that if you're just making one small change.
