Write 
<xsl:for-each select="@*">
        ...
       <xsl:if test="position() != last()">
       	<xsl:text>,</xsl:text>
       </xsl:if>
</xsl:for-each>

The position() and last() functions relate to the position of the node in
the list of nodes being processed by xsl:for-each. Although it's
unpredictable in which order the attributes will be processed, they will be
in some sequence, and only one of them can be the last.
