If a node matches more than one template, only the highest priority one is
applied. The second level elements will match both templates, but the
attribute template has higher priority. So you have to make sure that the
first template is applied first and apply the second template next. This can
be done by specifying priorities or modes.

<xsl:template match="/SPC/*">
   <xsl:value-of select="@TITLE"/><BR/>
   <DIV STYLE="margin-left:30px"><xsl:apply-templates select="."
mode="att"/></DIV>
</xsl:template>

<xsl:template match="*[@MONTH]" mode="att">
  Called.
</xsl:template>
