you could use JavaScript:

thePage = "<html><head></head>";
thePage += "<body>whatever</body>";
thePage += "</html>";

frameName.document.write(thePage);
// or maybe it was:
// top.frameName.document.write(thePage);
// I forget the exact syntax but you get the idea.

You have to write the entire page for Nav.
