A command-line wrapper (source + binary) for Microsoft's XSLT processor can

Under XSL, click "MSXSL.EXE Command Line Transformation Utility".  MSXSL.EXE
requires that MSXML.DLL be installed on the machine.

Or you might find that it's worth installing a free-standing XSLT processor,
just to help with debugging.
